1) Executive (Property Management & Non Plant Management)

QUALIFICATION & EXPERIENCE
Qualification
Possesses a Degree in Economics, Business Admin, Mass Communications or other related discipline.

Experience
Minimum of 3 years working experience in related field.

MAJOR TASKS
1.Plan, manage and monitor the execution of repair and maintenance work which include office buildings for Non-Process area, office facilities (include work stations) and occasionally at Process building in order to ensure no distruption to the overall operation.
2. Plan, develop, maintain and monitor Admin Building and plant housekeeping activities. i.e Landscaping, grass cutting and building cleaning services to ensure contractors' compliance to the Scope of Work thus meeting the company's requirement and to comply to regulatory environmental requirements.
3. Plan, manage and monitor the execution of support services i.e Plant Turnaround village which comprises common facilities i.e TA canteen, toilet, parking, surau, security control, housekeeping and etc.
4.Review, guide and advise in the preparation of Scope of work for upgrading and renovation work to Process and Non – Process area including Price Agreement (PA) contract in order to ensure compliance to PETRONAS standard and completeness of the Scope of Work.
5. Monitor, manage and renew all plant licenses and permits required to operate a plant before its expiry in order to ensure that the Plant is covered against any operational risk and ISO documents system are properly monitored and recorded.
6. Plan, control and manage all office assets for MMSB/PPMSB by planning for scheduled physical audit which also includes initiation and coordination of assets in order to ensure a proper management of company's assets.
7.Plan, manage and review departmental budget performance which include Operational Expenditure and Capital Expenditure by analyzing the monthly expenditure against budget variance in order to ensure an effective budget utilization & control.
8. Coach, train, counsel and guide staff on performance, competencies and attitude towards the development of competent, capable and confident staff.
9. Plan, coordinate and monitor the implementation and enforcement of security services at MMSB/PPMSB in order to maintain a high security control level and free from incidents that could jeopardize pant operations and business.

2) Executive (Occupational Health)

QUALIFICATION & EXPERIENCE
Qualification
Bachelor Degree in Engineering preferably Chemicals or Health Sciences or A registered competent person such as Assessor in CHRA or Industrial Hygienist registered with DOSH.

Experience
At least 5 years working experience in area of HSE in Oil and Gas and Petrochemical Industries.

MAJOR TASKS
1. Plan, co-ordinate and implement elements of MMSB/PPMSB HSE Management System relating to Occupational Health so as to achieve company wide HSE Objectives.
2. Co-ordinate, execute and report HSE compliance programs (occupational health) to HSE Manager so to comply to regulations of statutory bodies/agencies and internal/external standards.
3. Review HSE Manual and procedures (Occupational Health) so as they are update and disseminated for companies implementation.
4. Identify and monitor HSE Training program (Occupational Health) so as to increase companies staff competency and awareness.
5. Conduct occupational health audit on work areas and Occupational Health controls so as to manage occupational health hazards and risks.
6. Compile and analyse HSE data (Occupational Health) and recommend findings to HSE Manager so as to prioritise decision making and reduce PONC.
7. Implement HSE promotional programs (Occupational Health) so as to increase staff awareness and involvement.
8. Lead accident/incident investigation relating to occupational health and analyse programs so as to determine the root cause and to prevent recurrences.
9. Identify and analyse occupational health hazards and risks so as to recommend appropriate measure of controls i.e. engineering controls, administrative controls and personal protective controls.
10. Participate in quality at department level so as to support companies Quality Policy/Culture.
11. Develop and implement health savvy programmes to enhance and promote the employees health improvements so as to create a healthy workforce.

3) Technician (MT-HSE)
Job Grade :Est JG10-14

QUALIFICATION & EXPERIENCE

Qualification
1) SPM/MCE or equivalent
2) Class E driving license
3) First Aider certificate
4) Passed Fire Technician MT-I (JG 14) upgrading trade test

Experience
Minimum 3 years on Grade 13, Fire Technician (MT-II)

MAJOR TASKS
1.Lead Emergency response team in responding to all emergencies.
2.Organise/conduct training for staff and contractors, i.e Fire fighting, Self Contained Breathing Apparatus, Safety Briefing.
3. Participate in Job Safety Analysis (JSA) and Incident Investigations.
4.Prepare inspection checklists and and conduct inspections on fire fighting, rescue and emergency equipment.
5. Verify stock inventory for fire fighting., rescue, HAZMAT equipment, and consumable items.
6. Update maintenance and inspection database.
7. To perform functional test on fixed system, i.e foam, dry chemical and sprinkler system and to maintain records.
8.Conduct daily plant inspection and monthly audit to identify potential hazards and to enforce implementation of HSE requirements.
9. Assign as fire and safety controller during plant turn around/shutdown.
10.Cover duties and functions of higher job grades and to acquire skills and knowledges of the job grade.
11. Identify, prepare, recommend specifications and raise material service order for spare parts and consumable items.
12. Assist in level 3 of mechanical maintenance works for Plant and Fire Fighting equipment.
13. Assist in maintaining rigging and lifting equipment; i.e load testing, replace defective lifting/rigging equipment, service mechanical lifting equipment, visual check on rigging equipment.
14. Assist in maintenance of Fire Water Pump and deluge system in accordance with NFPA guidelines.
15.To perform tasks as per attachment. (OPU is to provide the list of additional work specific to their OPU. The size of work should be small enough such that this PD will not require Job reevaluation).
